本书所指群团组织是指中国共产党领导下的共青团、妇联和工会等组织。作者在对传统基层政治组织社会基础、组织生成、组织运行、组织功能分析的基础上，提出了群团组织已从单位政治组织转型为社会政治组织，并提出群团组织参与社会治理创新的总体目标和总体思路，作者运用国家/社会的分析范式描绘群团组织培育发展支持型社会组织的内在逻辑，提出“社会反哺”的本土化概念，并运用整体性治理理论探寻未来群团组织的发展路径，探讨促其变革的时代动因，进而基于群团改革的实践经验，阐释新基层政治组织的概念框架和相关特性。

The mass organizations referred to in this book refer to organizations such as the Communist Youth League, the Women's Federation, and trade unions under the leadership of the Communist Party of China. Based on the analysis of the social foundation, organizational generation, organizational operation and organizational function of traditional grassroots political organizations, the author puts forward the transformation of group organizations from unit political organizations to social and political organizations, and puts forward the overall goals and general ideas of group organizations to participate in social governance innovation.
