全书由四篇三十二章构成，旨在把促进制造型中小企业创新发展上升到顶层战略设计，加强制造型中小企业创新发展支持政策和破除企业发展体制机制障碍二者对接，构建系统的中国制造型中小企业创新发展理论模式和发展路径，完善支持制造型中小企业创新发展的政策体系，实现制造型中小企业转型升级目标和解决企业市场困境，对实现制造强国战略目标和推动现代产业发展具有重要意义。
