功能性分权指决策权、执行权、监督权三分。本书致力于构建决策权、执行权、监督权既相互制约又相互协调的权力结构和运行机制的理论，试图建立中国特色社会主义监督制度的理论体系。政治分权是政治分工的必然要求，但不同的社会制度需要有与之相适应的分权体制。我国公有制主导的经济基础笛要一个有为政府，权力制约监督的制度安排必须与这一前提相适应，这构成了功能性分权的重要基础。因此，中国特色社会主义监督制度不仅要解决权力的滥用问题，还要防止权力不当制约监督而造成政府效能的损失。

Functional decentralization refers to the three divisions of decision-making power, execution power and supervision power. This book is committed to constructing the theory of the power structure and operation mechanism of decision-making power, execution power and supervision power that are mutually restricting and coordinated, and trying to establish a theoretical system of socialist supervision system with Chinese characteristics. Political decentralization is an inevitable requirement of political division of labor, but different social systems need to have a corresponding decentralization system.
