本报告从部委、省(直辖市)、地级市等不同层级,以政务网站、政务微博、政务微信、政务APP四个服务渠道为切入点,构建政府电子服务能力测评体系,通过全样本测评定量与定性相结合的方式报告了中国省、市、部委电子服务能力的水平,应用综合指数、双微指数、新媒体指数等复合数据展示了我国政府电子服务渠道的整合情况,进而总结获得了电子政务服务能力建设的最佳实践与案例,并分别进行深入剖析。
This report constructs a system of evaluation of government E-service capability, reports the level of E-service capability of China's provinces, cities and ministries through the combination of quantitative and qualitative methods of full sample evaluation, shows the integration of government E-service channels in China by using composite data such as a composite index, and then summarizes the best practices and cases of E-government service capability construction, forming in- depth analyses separately.
