东非共同体是非洲功能较为完善、一体化程度相对较高的次区域组织之一。东非共同体成员国与中国有着传统友好合作关系，是中国与非洲推动产能合作与“三网一化”建设的重要阵地和桥头堡之一。在当前中非共建“一带一路”的背景下，东非共同体各国分别推动本国的发展战略与中国提出的“五通”理念相对接，在基础设施、能力建设、文化交流、民生保障等多个方面取得了令人瞩目的成就。本报告通过全面梳理东非共同体成员国的发展战略，探讨中国“一带一路”倡议深度对接和参与域内各国现代化建设的重要意义，并且通过详细梳理中国与东非共同体成员国的合作成就，特别是最近十年来在各个领域取得的合作成就，系统分析进一步深化双方合作所面临的机遇与挑战，为详细探讨如何在落实2018年中非合作论坛北京峰会“八大行动”的背景下，全面推动中非关系的提质增效和转型升级，提供必要的国别研究和次区域研究的双重视角。
The East African Community (EAC) is one of the more functional and integrated subregional organizations in Africa. The member states of the East African Community have traditional friendly and cooperative relations with China, and are one of the important positions and bridgeheads between China and Africa to promote production capacity cooperation and the construction of "three networks and one network". In the context of the current China-Africa joint construction of the "Belt and Road", the countries of the East African Community have respectively promoted their national development strategies in line with the "Five Links" concept proposed by China, and have made remarkable achievements in infrastructure, capacity building, cultural exchanges, people's livelihood security and other aspects. By comprehensively combing the development strategies of the East African Community member states, this report discusses the importance of China's "Belt and Road" initiative in the in-depth docking and participation in the modernization of countries in the region, and systematically analyzes the opportunities and challenges faced by further deepening cooperation between China and the East African Community member states, especially in various fields in the past decade, in order to explore in detail how to implement the "Eight Major Actions" of the 2018 FOCAC Beijing Summit. Comprehensively promote the quality, efficiency, transformation and upgrading of China-Africa relations, and provide the necessary dual perspectives of country studies and sub-regional studies.（AI翻译）
