After the return to Chinese sovereignty,Hong Kong andMacao Special Administrative Regionsmade great achievements on their external relationswithin the framework of the Basic Laws.It is worthwhile to explore in more detail the ways to make full use of Hong Kong andMacao's institutional strengths on“One Country,Two Systems”and“High Degree of Autonomy”in order to ensure their prosperity and stability,and contribute to China's diplomacy.

After a thorough review of the literature about the foreign affairs of sub-national government,this study tries to demonstrate that the theory of Sub-national actors could not include the characteristic of the external relations of the Special Administrative Regions.Then,from the perspective of“One Country,Two Systems”,the author analyzes the typi cal nature ofMacao SAR's rights of external affairs and concludes thatMacao SAR's external affairs are based on the authority of the central government,so that the theoreti cal innovation is made based on the theories of traditional Diplomacy and International Relations.Furthermore,the author also investigates theMacao SAR's role in China's foreign policies,analyzes the disputes over whether the Special Administrative Region has the Sub-Sovereign or the International Legal Personality,and proposes that the authority of the central governmentis effective and has important signifi cance.

In addition,this study summarizes there sults forMacao SAR's external affairs after its return to Chinese sovereignty,analyzesMacao SAR's“far near-inclusive foreign policy”and its role as the platform between China and Portuguese Speaking Countries,raises the conception for building the World Centre of Tourism and Leisure,and explores the situations of the invasion of external power.Finally,this study concludes some current major problems inMacao SAR's external relations mechanism,and proposes some policy implications.
