本报告重点勾勒了改革开放后中国民间智库的发展历程，并将其分为初步发展期、多元发展期、调整发展期和高速发展期四个阶段。中国民间智库的发展与改革开放进程相伴随，政府对决策科学化和民主化的追求和推动直接促进了民间智库的生长，市场经济和社会力量的发展则为其提供了基础。与此同时，政府也不断对民间智库发展进行规范和引导，政策导向塑定了民间智库生存与发展的基本制度空间。但总的趋势是，随着中国市场经济的不断深化，社会空间不断扩展，民间智库数量也不断增多，民间智库类型也不断丰富，但民间智库在中国智库体系中仍处于相对边缘的位置。

This report focuses on the development process of Chinese non-governmental think tanks after the reform and opening up, and divides them into four stages: initial development period, diversified development period, adjustment and development period and rapid development period. The development of China's non-governmental think tanks is accompanied by the process of reform and opening up, and the government's pursuit and promotion of scientific decision-making and democratization have directly promoted the growth of non-governmental think tanks, and the development of market economic and social forces has provided a foundation for them. At the same time, the government has also continuously regulated and guided the development of non-governmental think tanks, and the policy orientation has shaped the basic institutional space for the survival and development of non-governmental think tanks.
