本书从我国权力变革的历史脉络中梳理政社分开的阶段性特征。研究认为，权力在我国历史发展中起着关键性作用，国家与社会在权力的较量中，不断推动着政社关系的重组与优化。而如何把握住这种历史发展的节奏规律和内在特征，以服务于当前我国深化改革中权限划分的分节点和融合点，是本书着重研究的问题。同时，本书结合当前“整体性治理”与“分散性治理”理论，引入历史性要素和平衡性理念，尝试将二者进行理论上的整合，在“分散化治理”前面设置“整体性”的要素约束，提出“整体化分散治理”构想，从而建构符合我国现实国情、具有中国特色的新型政社权力关系。

This book sorts out the phased characteristics of the separation of government and society from the historical context of China's power change. The study believes that power plays a key role in China's historical development, and the state and society continue to promote the reorganization and optimization of political-social relations in the contest of power. How to grasp the rhythm law and internal characteristics of this historical development to serve the sub-nodes and integration points of the division of authority in the current deepening reform in China is the problem that this book focuses on. At the same time, this book combines the current theories of "holistic governance" and "decentralized governance", introduces historical elements and balanced concepts, attempts to integrate the two theoretically, sets the element constraints of "holistic" in front of "decentralized governance", and puts forward the concept of "integrated decentralized governance", so as to construct a new type of political and social power relationship with Chinese characteristics that conforms to China's actual national conditions.（AI翻译）
