农村集体经济存在着发展水平较低、发展的持续性较弱、地区之间差距大等问题，与实现乡村振兴的要求不相适应。影响农村集体经济发展的主要因素是农村土地制度改革滞后、农村集体经济的运行机制不完善、农村集体经济组织税费负担重。应深化农村土地制度改革，盘活农村土地资源；积极探索土地股份合作制、成员股份合作制、联合社会资本的混合所有制等多种集体经济实现形式；加快制定有关农村集体经济组织的具体法律法规；健全农村集体经济组织内部结构。

The rural collective economy has problems such as a low level of development, weak sustainability of development, and large gaps between regions, which are incompatible with requirements for rural revitalization. The main factors affecting the development of the rural collective economy are the lagging reform of the rural land system, the imperfect operational mechanism of the rural collective economy, and the heavy burden of taxation on rural collective economic organizations. It should deepen the reform of the rural land system and revitalize rural land resources; it should actively explore various forms of collective economic realization such as the system of land shareholding cooperation, the member-share cooperative system, and mixed ownership of joint social capital; and it should accelerate the formulation of specific laws and regulations concerning rural collective economic organizations and improve the internal structure of rural collective economic organizations.
