Abstract:Poor areas and poor people have become a short board of comprehensively establishing the well-off society,China's poverty eradication efforts have come to the critical stage.In order to further study the targeted poverty alleviation and the theoretical and practical problems in targeted poverty alleviation,summarize the precision poverty eradication and the experience and lesson of it and improve the management ability of poverty alleviation development work in poor areas,the research group selected the targeted poverty alleviation and poverty eradication work of Hotan prefecture of Xinjiang to conduct the investigation and research in 2017.By the theoretical research,system analysis and case study,they refine and form relevant solutions and suggestions and provide high-quality intellectual support to better alleviate poverty in poor areas,especially to win the tough battle against poverty in extreme poverty areas.

The research idea and process are based on the theory of national law,the theory of regional economic growth and the interactive theory of social network.First of all,this book briefly reviews the evolution process of the theoretical logic and realistic logic of poverty alleviation in China and puts forward the strategic meaning and main content of implementing targeted poverty alleviation in the new period based on that.Secondly,it combs and summarizes the policies of poverty alleviation and development in the country,Xinjiang Uygur Autonomous Region and Hotan prefecture and from the practical level analyzes the basic situation,working mechanism,results achieved,existing problems and so on of targeted poverty alleviation in Hotan prefecture.Thirdly,aiming to ensure that the rural poor people get out of poverty by 2020,the paper puts forward some concrete suggestions about the basic idea,policy guidance,counterpart support,relocation and settlement,and exit mechanism of targeted poverty alleviation in the new period.
