摘要：本书基于新疆2015年社会形势的总体判定和社会治理的“在场”实践过程，辩证分析新疆社会治理“显在”和“潜在”的认识误区，提出新疆社会治理体系和治理能力现代化的过程认识论和方法论，明确新疆社会治理的科学态度；进而在阐释“我能行”、“访惠聚”、“严打”、“去极端化”、“教育疏导”和“一反两讲”的历史唯物主义依据和辩证唯物主义取向的基础上，探讨社会动员和社会控制的前沿内核和“就地化”能指及所指，践行社会动员和社会控制形成良性互动的迫切现实之需、之急和之效；最终，在根本政治前提、关键环节、有效路径和决定因素的定位下，建构“四位一体”的立体化整体性实践机制，探寻新疆社会治理体系和治理能力现代化的“适时”和“在场”边疆治理理论。关键词：过程论 治理体系 治理能力 社会动员 社会控制

Abstract：Based on the overall judgments of the social situation of Xinjiang in 2015，and the“presence”practice process of social governance，this book dialectically analyzes the“existing”and“potential”misunderstandings of the social governance of Xinjiang. We propose a process epistemology and methodology of the modernization of Xinjiang social governance system and governance capacity，thus specify the scientific attitude towards the social governance of Xinjiang. Furthermore，based on the historical materialism foundation and dialectical materialism orientation of“I can do”，“visit-benefit-assemble”，“strike-hard”，“anti-extreme behavior”，“education and guidance”，and“anti-violence，advocate law and rule”，we explore the front-core of social mobilization and social control，the signifier and signified of“in situ”. We also practice effective interactions between social mobilization and social control，which are urgently needed by reality. Finally，under the guidance of fundamental political prerequisites，critical steps，effective approaches，and deciding factors，we construct a three-dimensional and holistic“four-in-one”practical mechanism，explore the“timeliness”and“presence”border area governance theory，which corresponds to the modernization of Xinjiang social governance system and governance capacity.
