在服务型地方政府建设的过程中，地方政府任务结构的“二元化”趋势日益显著，即常规性任务与独特性任务并存，且独特性任务的数量与比重均呈增加态势，二元化的任务结构已经对地方政府组织变革形成了“倒逼”机制。
本书从服务型地方政府所面临的任务类型与结构特征出发，分析其对地方政府组织结构提出的新要求，从整体的角度提出与服务型地方政府相适应的组织模式模型。在此基础上，进一步对其运行机制及变革过程进行研究，从而形成由静态的组织模式与动态的运行机制和变革过程共同构成的有机整体，构建起服务型地方政府组织变革的系统化思路与框架。
In the process of service-oriented local government construction, the "dualization" trend of local government task structure is becoming increasingly significant, that is, conventional tasks and unique tasks coexist, and the number and proportion of unique tasks are increasing, and the dualized task structure has formed a "backwards" mechanism for local government organizational reform. Starting from the types of tasks and structural characteristics faced by service-oriented local governments, this book analyzes the new requirements for the organizational structure of local governments, and puts forward an organizational model model that is compatible with service-oriented local governments from an overall perspective.
