领事保护是中国外交与海外民生工作的重要组成部分。世界上最早的“领事”萌芽可以追溯至古希腊城邦时期。对于中国而言，这一先驱可以追溯至唐朝时期的“番长”。具有“现代意义”的“领事保护”，其最初的实践可以追溯到晚清的“护侨”。本书主要是结合中国领事保护的历史发展，选择晚清、民国和新中国不同阶段的典型案例进行相应的分析，力图既能纵向展现中国领事保护历史发展的总体脉络，又能横向剖析不同阶段和不同案例中领事保护的特点。

Consular protection is an important part of China's diplomacy and overseas livelihood work. The germination of the world's earliest "consuls" dates back to the time of the ancient Greek city-states. For China, this pioneer can be traced back to the "Fan Chang" during the Tang Dynasty. The first practice of "consular protection" in "modern significance" can be traced back to the late Qing dynasty's "protection of overseas Chinese".
