摘要：本智库报告是中国社会科学院法学研究所、国际法研究所法治战略研究部根据中国社会科学院法学研究所莫纪宏研究员提出的“总体法治宣传教育观”，在对过去30年六个五年普法规划实施经验进行认真总结的基础上，结合党的十八大、十八届三中和四中全会对法治宣传教育与普法工作提出的新要求，全面和系统地论述了“七五”普法规划实施期间，如何根据“总体法治宣传教育观”的各项要求，实现普法主体的“精细化”、普法对象的“全覆盖”、普法内容的“系统化”、普法手段的“现代化”、普法效果的“指标化”、普法工作格局的“法治化”，以及如何更好地关注和保障普法领导体制的“统一性”、普法运行机制的“高效性”，从而提升法治宣传教育与普法工作的实效，强化法治宣传教育与普法工作在促进全民守法、建设法治社会中的重要作用。关键词：总体法治宣传教育观 全民守法 普法工作 法律意识 法律素养Abstract：This think tank report has been accomplished by the Rule of Law Strategy Research Department under Law Institute and International Law Institute of Chinese Academy of Social Sciences（CASS） according to “Overall View on Rule of Law Propaganda and Education” firstly proposed by Professor Mo Jihong，deputy director of Law Institute of CASS. On the basis of summarizing the experiences in the past 30 years in the process of implementing six “Five Years’ Plans” for popularizing law，in a bid to adapting to the new demands of rule of law propaganda and education and popularizing law work stated in gazettes proclaimed by the 18th congress of Chinese Communist Party，the 3rd and 4th plenary sessions of the 18th Central Committee of Chinese Communist Party，the author comprehensively and systematically has addressed how to approach to the promotion of popularizing law including the “preciseness” of subjects，the “universal coverage” of objects，the “systematization” of contents，the “modernization” of tools，the “indexing” of result，the “legalization” of work pattern and how to pay more attention to the “oneness” of popularizing law leadership system and the “high efficiency” of its operating mechanism during implementing the Seventh “Five Years’ Plan” for Popularizing Law so as to improve actual effect of rule of law propaganda and education and popularizing law work and intensify its important role played in the process of boosting the efficiency of obeying law by all the people and building rule of law society.Key words：Overall View on Rule of Law Propaganda and Education；Obeying Law by All the People；Popularizing Law Work；Legal Consciousness；Legal Literacy
