This research mainly studies and explores the interactive relationship between the communication and action in the conflicting environmental events，taking the events of the public objection to the establishment of the waste incineration plants in Liulitun Beijing and Panyu GuangZhou as analysis objects.All analysis are based on the reduction of the microscopic public participation in these cases.Researches have shown that in different cases，the differences among the public when they access to the media have significant impacts on the path，manner and target setting of public participation.Under the condition with no support from the media，the protests usually become an important way for the participants to compete for the power within a system.This study also found that whether the traditional media or new media are not necessarily involved in social movement.The realization of the publicity of media is closely related to the significance of the action which constructed by the public's strategic communication activities.From this perspective，public involvement not only promotes the democratization of specific decision-makings，but also creates the free space for expression prior to the existing systems，empowers the media communication，and constructs the publicity of the media which based on the specific situation.
