摘要:在全球化深入发展、各国相互依存度不断提高的条件下,全球问题呈现出多元化和复杂化的特点。因此,世界各国应团结一致,共同努力,积极谋求应对之道。这样的应对就是全球治理。中欧是正在形成中的多极世界的重要力量,肩负着推动全球治理、维护世界和平、促进共同繁荣与可持续发展的责任。因此,中欧应在全球治理的多个领域开展切实可行的合作,以集体行动应对各种全球问题。中欧双方的全球治理观不尽相同,但共性多于差异。这为双方在推动全球治理的过程中加强合作创造了有利的政治条件。加强中欧在全球治理领域的合作,既有利于解决困扰人类社会的各种全球问题,也有利于丰富中欧全面战略伙伴关系的内涵。为使中欧在全球治理中的合作取得更大的成效,双方必须坚持以下原则:相互尊重主权、最大限度地吸纳一切可以吸纳的力量、服从于联合国的主导作用及《联合国宪章》、继续稳步推进双边关系。全球治理是一个宽泛的概念。因此,中欧在全球治理领域中的合作,应该落实到具体的领域。就当前全球问题的严重性及中国面临的“战略机遇期”而言,中欧在全球治理中的合作应该主要包括:在二十国集团内的合作、在全球贸易治理中的合作、在全球金融治理中的合作、在全球气候治理中的合作、在全球互联网治理体系中的合作、在反恐领域的合作以及在非洲事务中的合作。Abstract:With the rapid development of globalization and increasing inter-dependence among nations,global issues have exhibited the characteristics of diversity,multiplicity and complexity.As a result,all the countries of the world must make joint efforts to deal with these issues by strengthening global governance.Both China and the European Union (EU) are important players on the world stage. They have the responsibility to protect world peace and seek common prosperity by pushing global governance forward. Towards this end,they need to strengthen cooperation.Indeed,China and the EU have different views and positions on global governance. However,there are more similarities than differences. This fact,along with their common aspiration to materialize their comprehensive strategic partnership,has laid down the solid political foundation for their cooperation in global governance.Promoting China-EU cooperation in global governance can contribute to the effective solution of the global issues,and also enrich the Four Partnerships,i.e.,Partnership for Peace,Partnership for Growth,Partnership for Reform and Partnership for Civilization,between the two global players.This book endeavors to explore the possibilities and ways of China-EU cooperation in the following specific areas:global trade governance,global financial governance,global climate governance,global cyber-security governance,the G20,anti-terrorism,and African affairs.
Abstract: Under the conditions of in-depth globalization and increasing interdependence of countries, global problems are characterized by diversification and complexity. Therefore, all countries in the world should unite and work together to actively seek ways to respond. Such a response is global governance. China and the EU are important forces in the emerging multipolar world, shouldering the responsibility of promoting global governance, safeguarding world peace, and promoting common prosperity and sustainable development. Therefore, China and the EU should carry out practical cooperation in various areas of global governance and take collective action to address various global issues. China and the EU have different views on global governance, but there are more commonalities than differences. This has created favorable political conditions for the two sides to strengthen cooperation in the process of promoting global governance. Strengthening China-EU cooperation in the field of global governance is conducive not only to solving various global problems plaguing human society, but also to enriching the connotation of China-EU comprehensive strategic partnership. In order for China-EU cooperation in global governance to achieve greater results, the two sides must adhere to the following principles: mutual respect for sovereignty, maximum absorption of all forces that can be absorbed, subordination to the leading role of the United Nations and the UN Charter, and continued steady progress in bilateral relations. Global governance is a broad concept. Therefore, EU-China cooperation in the field of global governance should be implemented in specific areas. In terms of the seriousness of the current global problems and the "period of strategic opportunity" facing China, China-EU cooperation in global governance should mainly include: cooperation in the G20, cooperation in global trade governance, cooperation in global financial governance, cooperation in global climate governance, cooperation in the global Internet governance system, cooperation in counter-terrorism and cooperation in African affairs.
