改革开放以来，陕西的政治、经济、文化飞速发展，人民物质文化生活水平得到了很好的改善，人民群众对精神文化生活需求不断提高，体育需求也如日剧增。但是广大人民群众对体育需求不断增长同陕西体育发展水平的矛盾日益凸显。因此，对陕西地域体育发展提出了更高的要求，陕西地域体育发展模式的正确选择对推动陕西体育事业发展，缓解人民体育需求矛盾，构建西部体育强身具有重大的现实意义。依据陕西社会经济和体育发展水平，结合陕西独特的地域空间结构（关中、陕南、陕北），以点轴开发、单向辐射、双核联动、三核区域合作为基础，系统构建“ 一圈二线三岸”地域体育发展模式是陕西地域体育发展适时的选择。通过“一圈二线三岸”地域体育发展模式实施促进陕西体育旅游大发展，体育产业形成规模，全民健身稳步推进，地域传统体育项目不断传承与发展，地域体育文化交流与融合等全面发展。“ 一圈二线三岸”地域体育发展模式是推动陕西地域体育发展的原动力，是迈向西部体育强省的加速器。

According to the development of social economy and sports level in shaanxi province, combine the unique regional spatial structure of shaanxi () in the south and north of shaanxi guanzhong, and to point axis development, one-way linkage, three nuclear radiation, dual-core regional cooperation as the foundation, system building "a second line three shore" regional sports development mode is timely choose shaanxi regional sports development. By "a second line three shore" regional sports development model for implementation of promoting shaanxi sports tourism development, formed the scale of the sports industry and the national fitness steady progress, regional traditional sports heritage and development, etc. Comprehensive development of regional sports culture communication and integration. The regional sports development model is the driving force for the development of regional sports in shaanxi province.
